The state highway administrator says it will cost $54 million to replace all the defective light fixtures in the Big Dig tunnels.
Big Dig officials are digging holes to see how much soil and clay has settled under two of the projects tunnels and to determine whether repairs need to be made.
When engineers built the tunnel system, they froze the soil in some places, to keep it from collapsing. Now the soil is thawing, and a space is opening underneath.
