BOSTON (AP) — A plan to develop a $1 billion resort casino at Suffolk Downs is moving forward with the unveiling of a long-awaited host community agreement between the thoroughbred race track and Boston officials.

Boston Mayor Thomas Menino announced the agreement Tuesday. It calls for $52 million in annual revenue to the city, and $33.4 million in upfront payments. It guarantees 4,000 permanent jobs.

Revere’s mayor did not participate as had been expected.

Suffolk Downs hopes to build a $1 billion resort casino in partnership with Caesars Entertainment. The track straddles the East Boston neighborhood and Revere.

The host community agreement would have to be approved by local voters before Suffolk Downs can apply to the state gambling commission for the sole eastern Massachusetts casino license.

Everett voters have approved a proposal from Las Vegas casino operator Steve Wynn.
