State Police said the two passengers both died on Thursday while the ship was at sea, outside of Massachusetts waters, which likely falls under federal jurisdiction.
One was a 67-year-old woman from Tiverton, Rhode Island, who is believed to have died from natural causes.
The other person was a 23-year-old man from Littleton, New Hampshire.
The Suffolk County District Attorney's Office says they've determined that man's death is not suspicious. The exact cause is still under investigation.
They were not related. Both were traveling with their respective families on the last day of a seven-day Bermuda cruise from Boston and both died in their rooms.
The ship, Norwegian Dawn docked Friday morning around 6:30 a.m. at Black Falcon Cruise Terminal in South Boston.
There were 2,400 passengers on board.
The cruise line had already notified State Police of the deaths and officers immediately boarded the ship to investigate.
Some of the passengers knew something was going on, but were shocked to hear the news.
"I heard some kind of emergency call and I heard people running down the hallway so we went to the door and looked out, and saw several people it looked, in officers' uniforms," said passenger Angie Flowers.
"It's very sad and a little frightening."

"We saw police this morning coming out of the elevator with one of the bodies," another passenger told WBZ-TV's Paul Burton.
The ship is scheduled to leave Boston Friday afternoon for a three-day "Cruise to Nowhere."
