Police captain Randall Humphrey says responding officers found the minivan packed with kids. The five kids ranged in age from three to 15, and were not wearing seat belts.

Massachusetts law imposes monetary fines for child seat belt law violations.

Humphrey says Johnston and the kids weren't hurt, but a passenger in the other vehicle involved, a 67-year-old woman, was taken to Lowell General Hospital with non-life threatening injuries.
