Chelsea Man Arrested In Violent Murder Of Mental Health Worker

LYNN (CBS) – A Chelsea man has been arrested after police say he abducted a female employee from a residential mental health treatment facility in Revere and killed her, later dumping her body at a church parking lot in Lynn.

Boston Police arrested that suspect, identified as 27-year-old DeShawn James Chappell, Thursday evening in Roxbury.

The victim was identified by police as 25-year-old Stephanie Moulton, a Peabody resident, and an employee at the facility, North Suffolk Mental Health.

Moulton’s family friends tell WBZ-TV the young woman never felt in danger at work, and loved her job. They also told WBZ-TV she was engaged to be married.

When police originally responded to a 9-1-1 call in Revere, they found a small fire in a room and a significant amount of blood.

Lynn Police, Revere Police, and the Massachusetts State Police are all investigating.

As long as there are people, there will always exist the potential for both good and bad (depending on the perception). It’s up to us, the decent folks to clean up the mess and try to improve things over time. These crimes are not new!!! Remember Genghis Khan, Hitler, Alexander, Ivan the Terrible, Custer, and Bin Laden just to name very few! All these people carved a path of blood, murder, and rape in history.     Of course you are not afraid to use your first name, every other ass-hole in the area has the first name of John.     This was a client/therapist relationship where the behavioral aspect of the patient’s criminal record was relevant and should have been clearly stated in his case file. This particular file should have had DANGER written all over it. If this was not so then the whole system is nuts and the people who set it up are a bigger danger to themselves and others than the killer is.

    Hope changes can be made in the system before this happens again. Worked in a group home for a few years & witnessed/reported many things (mostly regarding staff!!). My heart goes out to the family.
