The group working to build a memorial at the site of a Rhode Island nightclub fire that killed 100 people says there will be no formal memorial service to mark the 11th anniversary of the fire, a departure from past practice.

Massachusetts State Fire Marshal Stephen Coan says that more than 4,000 people have completed online training to become certified crowd managers in nightclubs. The law was put into place as a response to the RI nightclub fire.
Relatives of the 100 people killed in a Rhode Island nightclub fire have formally asked a town council to take the site so they can build a memorial there.
