The spending plan was approved on a unanimous vote Wednesday after three days of debate.
During his annual address to the House on Wednesday, Robert DeLeo said Massachusetts lawmakers will address issues with public transportation that have come up this winter.
The budget includes $500 million in new taxes, including increases in the gasoline and cigarette taxes, approved earlier by the Legislature as part of a transportation finance plan.
The Massachusetts House of Representatives and Senate have approved a compromise $30.6 billion state budget for 2012. Senators voted 33-4 to approve the spending plan on Friday. That vote followed a 150-2 House vote.
