Why aren't billboards and such half in English and allowed to be entirely in Spanish?

McDonald’s has put up advertisements entirely in Spanish. Now there are signs and billboards showing up entirely in Spanish. Shouldn’t they at least be half in English so those who can’t speak Spanish can understand them as well?
