Sex Offender Wanted For Rape Arrested Charged With Upskirting

BOSTON (CBS) – A Level 3 sex offender wanted for rape was arrested Tuesday and charged with recording upskirt video of women on an MBTA train.

Police were called to Porter Square where a woman said a man was secretly taking upskirt videos using a cell phone.

The woman said a fellow passenger alerted her to the man's behavior. When the woman confronted the man he allegedly admitted to "upskirting" and said he would delete the video.

Police identified the man as James Cullers, 51, of Boston. He is a Level 3 sex offender who was convicted of indecent assault and battery on a child under 14 years old in 1996.

When an officer approached him, he had a cell phone in his hand. Police say Cullers began to "manipulate the phone and apologize" as the officer walked up to him.

While police were booking Cullers, they discovered that there was a warrant out of Wareham District Court charging him with rape and two counts of indecent assault and battery on a person over 14 years old.

Cullers was arraigned Wednesday in Cambridge District Court on charges of photographing an unsuspecting nude person.

He was held on $30,000 cash bail and ordered to wear a GPS monitoring bracelet and stay away from any victims or witnesses. Cullers is next scheduled to appear in court on October 20.
