Men Accused Of Intimidating Officers With Talk Of Police Shootings

SALEM (CBS) - Two men are being held without bail after police say they tried to intimidate officers by talking about police shootings.

Kelvin Mendoza and Emanuel Rodrigues-Shonyo are facing a long list of weapons, ammunition, and drug charges.

Police first approached them in their car in Salem a little after 2:00 a.m. Tuesday because of suspected drug activity.

That led to the discovery of two weapons: a large rifle with a 30-round magazine in it, and a loaded 20 caliber handgun.

Police say Mendoza leaned toward the area where his handgun was. In court documents, police wrote, "I observed his right arm/shoulder go out of my view as he leaned his torso forward in the area of the floor near his feet...and began to aggressively walk towards me yelling..."

Police say Mendoza claimed to have been discharged from the military and said he was diagnosed with bipolar disorder. "Mendoza made several references to police officers 'being shot all over the country' in a tone that we believed was intended to intimidate the on scene officers."

Police were also concerned the men were monitoring their activity. They found a cellphone in the car with an app playing a live feed of the Salem police scanner.

Both men are being held without bail pending a dangerousness hearing scheduled for August 10.
