Revere Police Charge Man With Watching Woman Change Inside Target

REVERE (CBS) – A phoned in tip helped Revere Police arrest a man accused of watching a woman change inside a Target dressing room.

On June 13, police released a photograph of a man they said looked over a dividing wall in the unisex changing room at the Target on Furlong Drive.

After receiving a tip, police located and arrested Sheldon Fulbeck, 39, of Lincon, R.I.

Police say the person who tipped them off knows Fulbeck personally.

He was arrested and charged with accosting/annoying a person of the opposite sex, disorderly conduct, and trespassing.

Fulbeck appeared in Attleboro District Court Tuesday for an unrelated, but similar case.

Fulbeck was arrested in 2014 and is believed to be the first person charged with the state's new "upskirting" law just weeks after it went into effect. According to the Sun Chronicle, Fulbeck was arrested after police found videos on his cellphone, including two of an unidentified woman who was apparently unaware she was being videotaped.

He was held on $5,000 bail and will be arraigned in Chelsea District Court in the near future.
