College Move-In Weekend, Menino Proposes New Rental Office To Target Slumlords

ALLSTON (CBS) – With the annual college move-in weekend in full swing in Boston, Mayor Menino is proposing revamping the city's rental ordinance.

Changes would include a new chronic offender registry that would publicly list the worst landlords; nearly all rentals would have to undergo inspections every three years; and any out of state landlords would have to have a local contact, preventing absentee landlords.

On Friday, visits from inspectional services landed some landlords with citations for code violations for rat droppings, bed bugs, and apartments filled with trash from previous tenants.

Inspectors also found apartments without smoke detectors, ceilings walls saturated with water, a broken boiler with an oil spill in the basement.

Conditions were so bad at one apartment, firefighters and hazmat crews were called to the scene.
