BOSTON (AP) — House Speaker Robert DeLeo says businesses allegedly running illegal online gambling programs are scamming customers out of money.

The Winthrop Democrat, who supports casinos and racetrack slots, filed legislation Friday that would ban so-called cyber cafes from selling internet time or phone cards that allow customers to play online slots and other games at the “cafe.”

Customers can win points redeemable for cash, but the state’s Attorney General’s Office says these businesses do not post odds or guarantee payouts.

The Attorney General established regulations in April that banned these sales for the purpose of gambling.

Violators of this proposed ban could face 15 years in prison and up to $250,000 in fines for every machine.

The law would not apply to the state lottery, betting on horse races, bingo, or charitable gaming.
