Curious About Pension Changes

The Governor has spoken about state retirement changes.  I'm curious about this.  Can he unilaterally make these changes, or is some kind of vote from Beacon Hill required?  I'm guessing that it will never pass a vote if Senators and Reps are involved in that many of them are long time double and even tripple dippers.  - Bruce, W. Yarmouth

This is just a proposal and yes, the legislature would have to adopt it.   A major part of the proposal is to raise the minimum retirement age for new hires.

Though Bruce seems skeptical, there are 2 reasons, in my humble opinion, why this plan has a good shot.  The first is that Gov. Patrick presented the proposal with House Speaker DeLeo and Senate President Murray at his side.  Both spoke in favor, and in the Mass. legislature, those 2 wield enormous power.  The second is that the changes would primarily effect future state employees, not current workers.  So there's some protection there.

But that's just my take.  What do you think?  Should it happen?  Will it happen?
